CONTRACT INSTRUCTOR PROGRAM
Force Protection
Training Support Center
San Diego, CA

San Diego City College continues its academic excellence by extending services to many military installations. SDCC is a major provider of instruction for all branches of the military service at the Training Support Center ( TSC) San Diego, CA. Graduates leave Force Protection in San Diego prepared for Antiterrorism/Force Protection Supervisor, Small Arms Marksmanship, Security Reaction Force Advanced, Anti-Terrorism Officer, and Visit, Board, Search & Seizure Breacher (VBSS). Consistent outstanding ratings received by our instructors indicate the quality of service we provide.

 

San Diego City College provides instructional services for the following centers:

  • Training Support Center ( TSC)
  • Center for Security Forces (CSF)

The courses include Anti-terrorism/Force Protection Training Supervisor, Small Arms Marksmanship Instructor Course, Security Reaction Force Advanced Instructor, Anti-Terrorism Officer, and Visit, Board, Search and Seizure Breacher Turn-key. These courses include the use of weapons, ammunition, and explosives. Instruction also includes the areas of the use of deadly force, weapons safety, weapons accountability, HAZMAT, security, labs, simulators, maintenance, and tools.

 

San Diego City College began Force Protection instruction at TSC San Diego with 20 instructors and has grown to a group of 43 who meet all fitness standards required of the Force Protection instructors. Ammunition, weapons, and explosives require meticulous documentation and reporting is critical. SDCC has never had a student or instructor injured in any high-risk live-firing exercise. We credit this safety record to thorough and continuous staff training, development and use of a fire plan, checklists, and policing the area for safety violations. SDCC has enthusiastically responded to every modification to the contract. We have not experienced any problems we couldn’t solve or challenges that resulted in a reduction of service quality, cancellation of training, or a failure to convene classes.

Anti-Terrorism/Force Protection Training Supervisor

Purpose

San Diego City College provides instruction to students who will be able to perform classroom and laboratory instruction; develop antiterrorism training scenarios and small boat surveillance tactics of high value assets; perform security reaction force training; and conduct group paced instruction and certification of unit level personnel in the employment of non-lethal weapons.

 

Scope

Instruction includes audiovisual materials, practical exercises, discussion, case studies, classroom exercises, laboratory, lecture, and computer-based training. Topics include weapons safety and the use of deadly force, personnel and vehicle inspection, threat assessment, antiterrorism team supervision, and empty hand non-lethal weapons techniques.

Small Arms Marksmanship (Ashore/Afloat) Instructor Course

Purpose

SDCC provides instruction to naval personnel to perform the duties of a Small Arms instructor and earn a Navy Enlisted classification (NEC) of 0812 either ashore or afloat.

 

The student will receive small arms instruction including small arms safety and handling, operational risk management rules, understand deadly use of force and serious bodily harm, and the purpose of warning shots in an anti-terrorism response. Students will review small arms inspection, repair, reassembly, and maintenance of pistols, shotguns, and rifles. Students are introduced to practice teaching methods, curriculum planning, and basic instructional techniques.

 

Scope

Instructors will have to meet U.S. Navy qualifications on each of the firearms in the course and will re-qualify quarterly IAW OPNAVINST 3591. Instructors assigned as Range Safety Officers (RSO) shall meet the requirements contained in OPNAVINST 3591.1. Instruction includes audiovisual materials, practical exercises, discussion, learner presentations, classroom exercises, laboratory, lecture, and computer-based training. Topics include small arms and safety; operational risk management; firearms training simulation; and fundamentals of classroom instruction, marksmanship, and light arms.

Security Reaction Force Advanced Training

Purpose

SDCC provides instruction so students will be able to deter, detect, defend, and mitigate potential terrorist threats; possess the knowledge, skills, and abilities to serve as a team member for a security reaction force; demonstrate an understanding of search procedures, use of deadly force, and personnel restraint; and apply training lessons to tactical team operations. This course will allow personnel to perform as a Force Protection team member. This team will act to prevent threats, whether from the pier, small boat, or any other means from a penetration unit.

 

Scope

Instruction includes audiovisual materials, practical exercises, discussion, learner presentations, classroom exercises, laboratory, lecture, and computer-based training. Topics include team leadership and communications, force protection search procedures, operational risk management, use of personnel restraints, small arms and safety, and tactical operations. This course will train personnel to perform as Force Protection Team leaders. The team leader will manage a force protection team through assignment of members, ensure members receive necessary training and coordinate team response. The team leader will conduct briefs and debriefs for the team and the Chain of Command. The course includes Operational Risk Management: Tactical team movement; Tactical team leadership, Tactical team leadership, Tactical communications, use of force and deadly force, personnel restraint devices, force protection search procedures, tactical team management, tactical mission planning, and standard operation procedures.

Non-Lethal Weapons Basic Instructor

Purpose

SDCC provides instruction to candidates as basic instructors in non-lethal weaponry.

 

Scope

Instructors will be qualified as “basic instructors” and be certified to teach the following non-lethal weapons: Pressure point control techniques (PPCT), empty hand control techniques (EHCT), Handheld “Oleoresin Capsicum (OC) (i.e. pepper spray), batons, and handcuffs (steel/flex-cuffs).

Visit, Board, Search, and Seizure Breacher Turn-Key (VBSS)

Purpose

SDCC provides instruction to students in the safe and effective training (baseline knowledge and skill set) to designated surface ship VBSS team personnel to perform duties in Mechanical Breacher.

 

Scope

Mechanical Breacher utilizes appropriate breaching tools and techniques against various target sets during non-compliant Maritime Interdiction Operations (MIO). The Mechanical Breacher course includes VBSS Breaching preparation.

Anti-Terrorism Officer

Purpose

SDCC provides instruction to students with specific information on Anti-terrorism practices and procedures.

 

Scope

Students will receive specific information on effective briefing techniques, practical introduction to terrorism, terrorist operation, detecting terrorist surveillance, individual protective measures, hostage survival, threat protection, security officer/department duties, equipment selection, legal issues, use of deadly force, rules of engagement, threat management, access control, security force training requirements, jurisdiction and authority, physical security surveys, physical security plans, barriers, lighting, IDS/CCTV, personnel and vehicle movement, community/public relations, bomb threat planning and exercise, and threatcon management implementation.
